told MTI by phone on the first day of a meeting of the Parliamentary Assembly of the Council of Europe.<\/p>\n<p>He said the vote itself was \u201cundoubtedly\u201d a democratic success even if he would \u201cnot put in parenthesis\u201d his reservations concerning the rule of law surrounding the plebiscite.<\/p>\n<p>From the point of view of Turkish stability, the manner and mode in which the CoE helps the country\u2019s democratisation process is of key importance, he said, adding that the CoE had \u201ca broad and sophisticated\u201d array of means for promoting democracy, including
