There, during the competition, the two discussed the Russian-financed Paks II nuclear power plant upgrade project, as well as other points of bilateral cooperation.<\/p>\n<p>Following the Russian President\u2019s departure, Hungarian Foreign Minister P\u00e9ter Szijj\u00e1rt\u00f3 spoke about the topics discussed between the two leaders.<\/p>\n<p>First and foremost, the Foreign Minister announced that \u201cthe real construction work\u201d on the Paks II upgrade will start in January, adding that \u201cnothing will stop the investment from now on.\u201d<\/p>\n<p>While Orb\u00e1n and Putin forged no new arrangements, they reportedly reviewed their earlier agreements. In addition, he noted the launch of a new direct flight between Budapest and Saint Petersburg, as well as an increase in Hungarian students receiving Russian scholarships.<\/p>\n<p>Putin also confirmed that Russia was making efforts to\u00a0<a href=\"https:\/\/hungarytoday.hu\/news\/president-ader-meets-central-eastern-european-heads-state-hungary-trump-moving-opposite-directions-natural-gas-91472\">supply natural gas<\/a>\u00a0via Turkey, Bulgaria and Serbia to Hungary and Austria.<\/p>\n<p>The Hungarian Foreign Minister said that Bulgaria, Serbia and Hungary would upgrade parts of their natural gas pipelines to allow the transport of up to 10 billion cubic metres of Russian gas by the end of 2019.<\/p>\n<p>Speaking to Russian media outlet Ria Novostyi about his visit to Budapest, Putin expressed his satisfaction with the state of bilateral relations between his country and Hungary, saying that \u201cI am happy, that I can discuss bilateral relations at a sporting event. Despite difficulties, economic ties are progressing well.\u201d He also reinforced Russia\u2019s commitment to financing the Paks II Nuclear Plant\u2019s upgrade, and guaranteed $12 million USD of Russian financing for the project.<\/p>\n<p>In addition, while in Budapest, Putin held an open discussion with Orb\u00e1n, in which the two joked about their respective passions for judo and football, respectively. Erdo\u011fan has also been invited to visit Budapest).<\/p>\n<p>By far the most vocal and effective, however, was the recently-formed Momentum Movement.<\/p>\n<p>Momentum, which officially became a political party\u00a0<a href=\"https:\/\/hungarytoday.hu\/news\/momentum-eyes-2018-elections-anti-olympics-youth-movement-becomes-political-party-56177\">this past March<\/a>, came into the political spotlight earlier this year with its successful\u00a0<a href=\"https:\/\/hungarytoday.hu\/news\/breaking-olypmics-nolimpia-movement-collects-250000-signatures-hold-referendum-budapests-2024-bid-91445\">signature-collection drive<\/a>\u00a0for a referendum on Budapest\u2019s bid to host the 2024 Olympic Games. The signature drive was a massive success, with around 266,000 signatures collected; shortly thereafter, the Hungarian government and the Budapest City Council decided to officially\u00a0<a href=\"https:\/\/hungarytoday.hu\/news\/hungary-withdraws-bid-host-2024-olympic-games-budapest-40920\">withdraw Budapest\u2019s bid<\/a>.<\/p>\n<p>As part of its protests against the Russian strongman\u2019s visit, Momentum posted Communist-era, \u201cMoscow approved\u201d street names around Budapest, a reference to the decades Hungary spent behind the Iron Curtain. There, they demonstrated against the Russian President\u2019s visit by wearing shirts emblazoned with the slogan \u201cGo Hungarians! In front of the city\u2019s Statue of Freedom, which was lit up with a projection of the EU flag, the Momentum leader said that Hungarians were \u201ctired of Hungary laying down with a KGB agent.\u201d He further argued that Putin was no true friend of Hungary, but rather<\/p>\n<blockquote><p>a dictator, and a dictator is not a friend to anyone for whom peace, freedom, and Europe are important.<\/p><\/blockquote>\n<p>Fekete-Gy\u0151r also expressed his party\u2019s opposition to the Paks II nuclear upgrade. While Putin was officially in Budapest for the\u00a02017 World Judo Championships\u00a0(as he is honorary head of the International Judo Federation), he also spent his time at the sporting event meeting with Hungarian Prime Minister Viktor Orb\u00e1n, discussing areas of cooperation between Russia and Hungary.  In addition to visiting the Judo tournament, while in Budapest the Russian President also accepted the \u201ccivis honoris causa\u201d (honorary citizen) award\u00a0from the University of Debrecen\u00a0in recognition of \u201cthe major role the Russian Federation and Hungary assign to the Debrecen University in the upgrade of the Paks nuclear plant.\u201d  Meeting Between Orb\u00e1n and Putin    While at the Judo championships, Putin was seated in a box next to Viktor Orb\u00e1n. There, during the competition, the two discussed the Russian-financed Paks II nuclear power plant upgrade project, as well as other points of bilateral cooperation.  Following the Russian President\u2019s departure, Hungarian Foreign Minister P\u00e9ter Szijj\u00e1rt\u00f3 spoke about the topics discussed between the two leaders.  First and foremost, the Foreign Minister announced that \u201cthe real construction work\u201d on the Paks II upgrade will start in January, adding that \u201cnothing will stop the investment from now on.\u201d  While Orb\u00e1n and Putin forged no new arrangements, they reportedly reviewed their earlier agreements. According to Szijj\u00e1rt\u00f3, the two agreed that \u201ctheir joint decisions made earlier have started to bear fruit.\u201d  The two confirmed that the Paks upgrade project, overseen by Hungarian minister\u00a0J\u00e1nos S\u00fcli, will begin in January of 2018 following\u00a0lengthy delays.  Szijj\u00e1rt\u00f3 said that the project will cost a total of $12 billion USD, $5 billion of which will be paid for by Hungary. In addition, he noted the launch of a new direct flight between Budapest and Saint Petersburg, as well as an increase in Hungarian students receiving Russian scholarships.  Putin also confirmed that Russia was making efforts to\u00a0supply natural gas\u00a0via Turkey, Bulgaria and Serbia to Hungary and Austria.  The Hungarian Foreign Minister said that Bulgaria, Serbia and Hungary would upgrade parts of their natural gas pipelines to allow the transport of up to 10 billion cubic metres of Russian gas by the end of 2019.  Speaking to Russian media outlet Ria Novostyi about his visit to Budapest, Putin expressed his satisfaction with the state of bilateral relations between his country and Hungary, saying that \u201cI am happy, that I can discuss bilateral relations at a sporting event. Despite difficulties, economic ties are progressing well.\u201d He also reinforced Russia\u2019s commitment to financing the Paks II Nuclear Plant\u2019s upgrade, and guaranteed $12 million USD of Russian financing for the project.  In addition, while in Budapest, Putin held an open discussion with Orb\u00e1n, in which the two joked about their respective passions for judo and football, respectively. In addition, the Russian leader promised support to Hungarian economic initiatives in his country, saying that We see our Hungarian friends and partners\u2019 interest in working on the Russian market and we will do everything possible to support them and help them to promote their business interests in Russia. Reactions and Protests Protesters at the Momentum Movement\u2019s demonstration against Vladimir Putin\u2019s visit to Budapest, gathered atop Budapest\u2019s Gell\u00e9rt (Photo: Momentum Mozgalom Facebook Page) In response to Putin\u2019s\u00a0second visit to Budapest\u00a0since this past February, various left-wing groups made use of the Russian leader\u2019s arrival to voice their opposition to the Orb\u00e1n government\u2019s attacks on the EU and its perceived embrace of dictators and authoritarian strongmen worldwide (in addition to his meetings with Putin, earlier this year\u00a0Orb\u00e1n met with\u00a0Turkish President Recep Tayyip Erdo\u011fan and Belorussian President Alexander Lukashenko, two leaders who, like Putin, have been accused of a variety of violations of human rights, freedom of speech, and freedom of the press in their respective countries. Erdo\u011fan has also been invited to visit Budapest).  By far the most vocal and effective, however, was the recently-formed Momentum Movement.  Momentum, which officially became a political party\u00a0this past March, came into the political spotlight earlier this year with its successful\u00a0signature-collection drive\u00a0for a referendum on Budapest\u2019s bid to host the 2024 Olympic Games. The signature drive was a massive success, with around 266,000 signatures collected; shortly thereafter, the Hungarian government and the Budapest City Council decided to officially\u00a0withdraw Budapest\u2019s bid.  As part of its protests against the Russian strongman\u2019s visit, Momentum posted Communist-era, \u201cMoscow approved\u201d street names around Budapest, a reference to the decades Hungary spent behind the Iron Curtain. There, they demonstrated against the Russian President\u2019s visit by wearing shirts emblazoned with the slogan \u201cGo Hungarians! Go Freedom!\u201d as well as Putin masks of the style that have been used to protest against the strongman\u2019s crackdown on his country\u2019s LGBT community, before being removed by event security. In front of the city\u2019s Statue of Freedom, which was lit up with a projection of the EU flag, the Momentum leader said that Hungarians were \u201ctired of Hungary laying down with a KGB agent.\u201d He further argued that Putin was no true friend of Hungary, but rather a dictator, and a dictator is not a friend to anyone for whom peace, freedom, and Europe are important. Fekete-Gy\u0151r also expressed his party\u2019s opposition to the Paks II nuclear upgrade.
